Norma Bixby (Northern Cheyenne) led the effort during the December 2005 special session of the Montana legislature to protect Montana’s water from the harmful pollution of energy corporations. Though she met fierce opposition from the energy industry and Republican leaders in the House, Bixby introduced an act requiring the Department of Environmental Quality to monitor water quality in areas most affected by coal bed methane discharges. In her first term in the legislature she proposed a study on public-assistance programs to determine whether they’re operating efficiently and without racial discrimination. She also authored a bill calling for mandated state funding for tribal college students who are not members of federally recognized tribes. Another bill would have allowed Montanans on public assistance increased education and training opportunities.
As a legislator, Norma continues to educate the public and government leaders about problems in government programs. She is a leading advocate for quality education in Montana. She has a long career in education, holding an associate’s degree in early childhood education, a bachelor’s degree in elementary administration from Montana State University at Billings, and a master’s degree in administration from New Mexico State University. She served as a school board chairwoman and worked for Dull Knife Memorial College and is currently the director of the Northern Cheyenne Tribal Education Department.
